CHARTER

SECTION 1:
MEMBERSHIP

A) CONDITIONS OF
MEMBERSHIP

1. Belief in political-theoretical Platform and Charter of the Organization.
2. Regular and continuos activity in one of the organs of the Organization.
3. Regular payment of membership fee.

B) APPLICATION FOR MEMBERSHIP

1. Any applicant must be introduced by two members of the organization. the process of application and approval for former members of other parties and Organizations is carried out by the central committee.
2. After assessment and approval of the application by one of the Organization's bodies, the applicant is accepted as a probationary member. Probation period is one year and may be extended if necessary. Probationary members are equal in all rights and duties to members, but in congresses and conferences they have only an advisory vote.
3. Approval or revocation of membership is finalized by the decision of higher bodies.
 

 C) RIGHTS OF MEMBERS

1) To participate in the Organization's internal elections with the right to elect and be elected.

2)  To express freely their viewpoints  and out of the Organization.
3)   To attend all meetings to decide about the member's or his/her activities.
4)   To propose suggestions and to criticize all the Organization's bodies and authorities and follow them un
 
 

SECTION 2:

PRINCIPLES OF TIIE ORGANIZATION


1) To execute the decision of the majority, and to secure openness and freedom of expression.
2) Leaders and officials should be elected at all levels of the Organization.
3) Lower ranking divisions should follow higher ranking divisions, and moreover, divisions execute the decisions and take responsibility for competency in their internal and local affairs as long as the decisions correspond to the general charter and political-theoretical platform of the Organization.
4)  To make decisions collectively, to supervise and control and at the same time, to take individual responsibility in the implementation of those decisions.
5)  To present activity reports at the end of each period.higher and lower bodies report mutually and regularly
6)  To criticize and self criticize and to apply acceptable methods in dealing with the mistakes and deficiencies, on the basis of consciously accepted discipline and voluntary membership.
7) To combine covert with overt activities.
 
 

SECTION 3:
STRUCTURE OF THE
ORGANIZATION

A: Each organizational unit or body is formed by at least three members and by the approval of the higher body, and carries out its activates in specific local areas.

B. Committees arc the leading organs in a specific geographic region.
C. Supreme decision making organs for units are their general assembly for committees are conferences of the sections under the responsibility and for the whole Organization is the congress. All of these assembles shall be in session by the presence of at least two thirds of the representatives, and the resolutions shall need the approval of the members present.
D. Congress is the supreme assembly of the Organization, and convenes every two years. Ratification, amendment, correction or changes to the Charter or Platform, outlining strategy and tactics, political policies of organization's activities, election of members of the central committee, approval or rejection of central committee reports, are of the jurisdiction of congress.

Note: Extraordinary congresses shall be held at the request of the central committee, or one third of the Organization's members, and shall be held within 4 months from the date of the request. If the central committee refuses to hold the congress, a committee chosen by the requesters shall hold and exercise all the rights of the central committee in running the congress.
E. Central committee is the supreme leading organ of the Organization during the period between two congresses, and leads the activities of the Organization according to the decisions of the congresses. Membership in the central committee requires 5 years of membership and is limited to three successive terms.

1. To lead and supervise central publications, to organize central organs and commissions to manage financial matters, to prepare and run the congress, to delineate the relations of the Organization with other parties, organization and associations, are the duties of central committee.
2. To hold regular plenums for a period of not later than six months. Extraordinary plenums shall be held at the request of the Executive Board of central committee or at the request of one third of the central committee members. Plenums shall be in session by the presence of two thirds of the central community members, and the resolutions shall need the approval of majority of the members of the central committee.
3. The central committee shall choose the executive board members from among the central committee members. Executive board members may include up to one third of the central committee members and is in charge of leading and managing current activities of the organization between two plenums on the basis of the ratified regulations of the central committee, and is in charge of briefing the central committee members on its decisions and affairs of the Organization
